NWRA Impartial Referendum Project by Electoral Education Ltd

In October 2004* all voters in the North West Region of England will be asked to decide if they want the current Regional Assembly directly Elected or wish to remain with the current system of being controlled by the assembly made up of all local councils and business representation. (*subject to confirmation)

Electoral Education Ltd, an impartial electoral education provider, has been asked to carry out the task of identifying the issues, debating them and making them available through the web library of www.RegionalReferendum.org , printed word and through the educational system.

ElectionsUK will only act as the facilitator and, as they have done in previous projects over the last three years encouraging “Active Citizenship”, leave the decisions as to what should be included or excluded to a respected third party agreed by both sides.
In the North West we are pleased to confirm that The Bishop of Liverpool, Rt Rev James Jones has agreed to take on this task and been accepted by both the Yes and No sides. We will support him and seek advice from The Electoral Commission should he so require.

1) INDENTIFY THE ISSUES
FROM THE INTERESTED PARTIES AND THE PUBLIC
2) ASK MP,S, MEP,S, COUNCIL LEADERS,
OPPOSITION AND PUBLIC & VOLUNTARY SERVICES, AND BUSINESS LEADERS FOR THEIR VIEWS. THIS WILL BE IN AUDIO AND TEXT FORMAT
3) DEBATE
THESE ISSUES IN IMPARTIAL ARENAS AND ENCOURAGE INTERACTIVE FEEDBACK AND QUESTIONS
4) INFORM AND POLL IMPARTIALLY
THE VOTERS WITH THE OPTIONS
5) EDUCATE
THE YOUNG ON THE ISSUES AND GET THEIR VIEWS
